History After unsuccessfully urging the most local residential facility to provide family counseling and more coordinated client focused services, Chris McHugh (right) decided to open a facility with an alternative philosophy. This philosophy was founded on the principle of family counseling and intervention. On August 1, 1978, Pine County Therapeutic Foster Home opened to meet the need to provide youth with both out-of-home care and family counseling. TSA began to serve client families from Pine and Chisago counties and then Isanti and Kanabec counties. Because of the funding requirements at the county level, TSA became a group home for eight years but recommitted to its foster home origins by establishing a girl's foster home based program in 1982. It was at this same time that the organization became Therapeutic Services Agency (TSA). Therapeutic Services Agency began in Pine City, and now has satellite offices in Anoka and St. Paul. TSA has over 60 staff that work in these offices and with families in their homes in Pine, Chisago, Isanti, Kanabec, Anoka, Ramsey, Hennepin, Dakota and Washington Counties. TSA also accepts special requests for specialized services throughout the state.
