| Foster Parent Licensure TSA is a private foster care placing agency. This means that TSA is not restricted to license only in the boundaries of Pine County. As a general rule, TSA licenses foster homes within a 20-mile radius of our office located in Pine City, MN. We need foster families in close proximity to Therapeutic Services Agency in Pine City and welcome families within this 20-mile radius to contact TSA for further information. Becoming a licensed foster parent with Therapeutic Services Agency is not difficult, but it does require a commitment to children and a willingness to learn about the unique needs of children in the foster care system. The licensing requirements are mandated by the Department of Human Services (link in sidebar) and are the defined standards for all licensed foster homes in the state of Minnesota. The licensing process can be described as a two-fold process that involves an assessment/study of the foster care applicants that includes all household members, and an assessment of the physical home environment as noted below*. The TSA Licensing Social Worker is responsible for conducting these assessments in compliance with the MN Rules, Chapter 2960.3000 to 2960.3340. Once all requirements are met, the licensing worker makes a recommendation for licensure to the Department of Human Services.

TSA provides special training and ongoing support for Foster Parents. Foster Parents are part of the Treatment Team. Shelter Care-- Foster Parents provide temporary care for youth struggling with family or personal problems. Respite Care-- Foster Parents provide short-term substitute care for therapeutic foster care providers.
Training Requirements: All licensed foster parents must complete 6 hours of orientation prior to their first foster care placement and a minimum of 12 hours of training annually thereafter. TSA provides foster parent orientation and offers a variety of ongoing training opportunities for foster parents to meet the annual training requirement. Each month, local foster parent in-service training is offered to TSA foster parents. In addition to the12-hour annual training requirement, TSA foster parents are expected to participate in a weekly Treatment Team meeting with the agency professionals and practitioners for case consultation and planning relevant to the needs of their foster child. This meeting is documented and considered direct foster parent training that goes above and beyond the 12 hour licensing requirement.
